The scene was one of 'controlled chaos': hundreds of students openly smoking drugs, shot-gunning beer and performing lewd dance moves as the first weekend of Spring Break got underway on Fort Lauderdale's Las Olas Beach.
Others could be seen swigging from bottles of vodka and whiskey or guzzling tequila hidden in water pistols while some had to be helped off the sand after becoming too drunk to stand.
All of that in defiance of a 'zero tolerance policy' towards drugs and alcohol on the beach and a heavy police presence that included K-9 and mounted units.
One local cop told DailyMail.com: 'What you're seeing is controlled chaos. This isn't even a particularly busy day.
'Mostly, what we see is misdemeanor stuff, drunk, fighting stuff. One of them will get out a boom box and they all crowd round it.
'There's definitely drugs – you can smell it in the air – so what we do is take a K-9 through every so often.'
Fort Lauderdale is one of the most popular Spring Break destinations in Florida, with a recent survey putting it in second place after Orlando and its theme park resorts and ahead of nearby Miami.

A couple accused of waterboarding their 12-year-old daughter have reached a plea deal.
Last year, Malisa and Dion Stevens, of Aliquippa, allegedly waterboarded the girl to punish her.
Under the deal, the couple will be on probation for five to seven years.
The family can also be reunited under supervision.
“We have entered into a tentative plea agreement with the district attorney’s office. It’s my hope that the agreement will be upheld. It’s an agreement that is geared toward family unification,” defense attorney Lee Rothman said.
The details of the agreement will be worked out at a future court hearing, but the Stevens would plead guilty to a felony county of endangering the welfare of a child.
“The district attorney’s office has also agreed to lift the no contact order with the mother and father with their child, and they’re to have no violent contact and there will be unification process through Children and Youth Family Services,” Rothman said.
“My client Mr. Dion Stevens’ goal was to reunify with his daughter and I believe that his daughter has expressed the same token here today, and after discussing it with the DA, I think we are on the next step to reach that goal,” defense attorney Brandon Eberle said.

President Donald Trump fired Secretary of State Rex Tillerson on Tuesday and said he would nominate CIA Director Mike Pompeo to replace him, ending Tillerson’s difficult tenure by tweeting an ouster that had been long expected and yet was shocking in its abruptness.
“We disagreed on things,” Trump said moments later, a diplomatic version of a difficult relationship with his top diplomat that included reports that Tillerson had called the president a moron in meetings with other officials.

Prosecutors Monday released video of a Stillwater bail agent fatally shooting one of her clients last year at her office.
Chasity Dawn Carey was charged with first-degree murder after the shooting. On Friday, Payne County jurors acquitted Carey, 42, of Drumright, in the Aug. 9 shooting.
At trial, Carey testified she shot the client, Brandon James Williams, 38, of Stillwater, in self-defense. She and her 19-year-old son, Justin Henderson, were attempting to take Williams, who was free on bail, back into custody at the time.
Carey testified Williams attempted to grab her gun before fleeing out her office window. She said she beat Williams to the gun and turned to fire just as he was going out the window. She shot Williams in the back.
Carey's son set up his GoPro camera in the office moments before Williams arrived that day.

A zookeeper has died in front of horrified tourists in China after being mauled and suffocated by a tiger he had raised ever since it was a cub.
The animal handler, whose surname is Wu, was with the tiger inside a large metal cage used for training and exercise at the time of the attack.
The large cat "suddenly bit onto and suffocated him to death", an official with the Fuzhou City Government in East China's Fujian Province said.
The statement said Wu, who worked for Fuzhou Zoo, had raised the tiger since it was a cub, and that it had been domesticated through long-term interaction with humans.
A well-known Portland activist was in a Multnomah County court Tuesday to face a 5-count grand jury indictment on allegations he had sex with a minor, and then was arrested on a sex crime charge in Washington County.
Micah Rhodes appeared in court on Tuesday for his arraignment. Rhodes is charged with 4 counts of second-degree sexual abuse and one count of 3rd-degree sexual abuse.
All 5 counts allege that the crimes occurred during 2014-2015. There is only one named victim in the complaint against Rhodes.
The victim was a minor at the time he and Rhodes engaged in consensual sexual contact, according to court records.
Police have identified another victim, a female, who was a minor when she had sexual contact with Rhodes, according to court records. Rhodes was arrested after his court appearance and taken to the Washington County Jail, where he was charged with 2nd-degree sex abuse.
Rhodes was convicted as a juvenile of first-degree sodomy and first-degree sexual abuse. Because of his conviction, he was ordered to register as a sex offender.
The 23-year-old came to prominence in Portland in 2016 as one of the leaders of Don't Shoot PDX. He later moved over to Portland's Resistance. Both groups have disavowed him since these charges came to light.

Rep. Maxine Waters (D., Calif.) called Donald Trump "Con Man Don" on Sunday in response to the president's slam on her intelligence.
Waters was upset with Trump's comments at a rally Saturday night that she was a "low IQ individual." Waters has repeatedly positioned herself as one of Trump's biggest foes in Congress, continually calling for his impeachment.
MSNBC's Joy Reid asked Waters about Trump's claim, and Waters responded that Trump focuses on attacking women.
"Again, I expected this, though. This is not only typical of him. This is what this con man does," Waters said.
Waters said Trump diverts attention from tumult at his White House by going on the attack against his political enemies.
"I'm not going to run from it. I'm not intimidated by him, and so he can keep calling names," Waters said. "I've got plenty for him."

BlackBerry’s to international drug-trafficking organizations laundered “tens of millions” of dollars of his illicit profits, U.S. law enforcement says in court documents.
Vincent Ramos, who owns Phantom Security Communications, was arrested in Washington state last Wednesday and is facing racketeering, drug-trafficking, conspiracy and money-laundering charges in San Diego.
The U.S. alleges he sold 20,000 of his specialized devices, as well as access to his encrypted communication network, to organized crime groups around the world, including the deadly Sinaloa cartel in Mexico, headed by Joaquin (El Chapo) Guzman.
And Ramos used shell companies and crypto currencies to launder that money, documents obtained by Postmedia News say.
“Based on reports of the RCMP, Australia and the U.S. financial investigators and agents that I have reviewed, bank records, corporate ownership filings in Canada, Singapore and Hong Kong show that Phantom Secure generated tens of millions of dollars in revenue by facilitating the crimes of transnational criminal organizations and protecting these organizations from detection by law enforcement,” FBI special agent Nicholas Cheviron says in an affidavit filed in court.
“I know that to launder its ill-gotten gains and maintain its members’ anonymity, the Phantom Secure enterprise uses crypto currencies, including Bitcoin, and shell companies.”
Ramos appears to own only one property in B.C. — a New Westminster condo assessed this year at $424,000.
The U.S. documents don’t name the shell companies or state in which country they have been set up.
Meanwhile, in B.C., where Ramos started his company in 2008, he owes the government almost $150,000 in unpaid sales tax.
An Oakland coffee shop is facing criticism after denying service to a local police officer, citing a policy of protecting “the physical and emotional safety” of its customers.
Hasta Muerte Coffee posted on its Instagram page about the incident, saying that the shop has a policy “of asking police to leave for the physical and emotional safety of our customers and ourselves.”

Anderson Cooper has taped an interview with Stephanie Clifford, the adult film actress known as Stormy Daniels who alleged a sexual relationship with Donald Trump and is now suing the president.
The interview will air on the CBS newsmagazine "60 Minutes," where Cooper is a regular contributor.
But the exact air date is unknown. A source involved in the taping said it will air "on a future episode." A "60 Minutes" spokesman declined to comment.
Cooper interviewed Clifford's lawyer Michael Avenatti on CNN on Wednesday night.
On Thursday afternoon, Avenatti tweeted a picture of himself with Clifford and Cooper.
President Donald Trump took a detour during a speech he gave on Saturday, going after “Meet the Press” host Chuck Todd with colorful language.
“He’s a sleeping son of a bitch, I’ll tell you,” Trump said during a speech in Moon Township, Pa.
Trump referenced Todd while discussing his own appearance on “Meet the Press” in 1999. On the show, Trump called for an aggressive policy towards North Korea. He argued that former President Bill Clinton was being too soft on the totalitarian regime, which went on to obtain nuclear weapons.
“It’s 1999. I’m on ‘Meet the Press,’ a show now hosted by Sleepy Eyes Chuck Todd,” said Trump, referring to the nickname he coined for Todd in 2017.
The Republican paused, then called the news anchor a “sleeping son of a bitch.”
